Because of the complexity of federal and state laws regarding Medicare and Medicaid, there are many resources to help individuals navigate these systems. Organizations may offer counseling, referrals, application assistance, appeals assistance or representation or other services. Some organizations receive federal and state grants to provide assistance, and others are nonprofit or private sector organizations that have an interest in the system.
CFPD (Colorado Fund for People with Disabilities)

CFPD’s mission is to enhance independence and quality of life for people who are elderly or disabled and their families, to ensure and maintain their rights, integrity and dignity. Services include: pooled supplemental needs trust, private trust group, private case management, conservatorships, trust advisory services, representative payee and Medicare set asides.

Offers a Medicare Beneficiary Helpline to answer questions and assist with Medicare complaints and appeals.
Colorado Gerontological Society

A non-profit organization that offers free counseling on Medicare and Medicaid issues to all Colorado seniors. Can assist with eligibility determination, completing applications, selecting plans, and coordinating benefits (including appeals).
State Health Insurance Assistance Program (SHIP) and Senior Medicare Patrol (SMP)

The State Health Insurance Program and the Senior Medicare Patrol Program provide impartial and free information and assistance regarding Medicare, Medicare Supplements, Medicare Advantage, Medicare Part D plans, Long Term Care Insurance, and Medicare fraud prevention and detection. Funded by the Centers for Medicare and Medicaid Services, Administration on Aging. Located in Colorado’s Division of Insurance.
